MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 1994 <br />The Administrator reported that the Sheriff's <br />Department reported that there has been a settlement of <br />the dispatchers' contract, which results in a retro- <br />active salary adjustment for dispatchers. Little <br />Canada's share of this cost will be an additional <br />$3,100. <br />Additional revenue which can be included in the budget <br />is $725 from the Park & Rec Special Fund to the General <br />Fund to offset salary expense for temporary employees <br />who have been staffing the Pioneer Park concession <br />stand. <br />The Administrator reported that all of the items <br />mentioned above result in a reduction of $3,025 from <br />the budget which would reduce the net levy to a 3.04% <br />increase over 1994. <br />The City Administrator reviewed the General Fund <br />reserve calculation which indicates an estimated <br />available surplus of $19,523 after fully funding <br />reserves. The Administrator pointed out that current <br />1995 General Fund budget projections plan on the use of <br />1994 reserves in the amount of $25,000. This would <br />mean no funds would be transferred to the Capital <br />Improvements Program and approximately $5,500 would <br />come from existing reserves. Reductions in the General <br />Fund operating budget will reduce the reserve amount by <br />50% of the amount of the reduction. The Administrator <br />noted that these are conservative estimates and he <br />would expect actual results to exceed estimates on a <br />favorable basis. <br />The Administrator reported that proposed 1995 salaries <br />provide for increases in the 7% range. While this <br />seems high, there were no adjustments in salary scales <br />in 1994. Last year the CPI was 2.6%, and 3.0% is the <br />estimated CPI increase for 1994, which totals 5.6%. <br />The Administrator reported that in proposing salary <br />increases, he considered salaries in cities of similar <br />size, responsibilities of positions, plus pay equity <br />points of the various positions. While the system may <br />not be perfect, it is fair based on those factors. <br />Hanson reported that in reviewing salary proposals, he <br />did some percentage calculations and noted the 4% <br />salary increase proposed for Kris VanSchoonhoven. <br />Hanson noted that VanSChoonhoven is a long-time <br />2 <br />
