MINi7TES <br />CITY COUNCIL <br />OCTOBER 12, 1994 <br />employee, and based on her performance and his review <br />of salaries in general, felt that a 5o increase would <br />be more in order. <br />The Administrator agreed that VanSchoonhoven is a very <br />good employee, and while he does not have a problem <br />with what the Mayor is proposing, the salaries as <br />proposed fit in our system. <br />Morelan pointed out that the City will reach the <br />situation with employees at the top of their salary <br />scales where only an inflationary increase may be <br />proposed. Morelan asked if the increase proposed by <br />the Mayor was to go outside the salary scale for the <br />position or would be an adjustment of the scale upward. <br />Morelan felt this would be a long term problem that <br />might not exist under a slightly different type of <br />system that would allow longevity increases. <br />The City Administrator stated that the system <br />ultimately will have to encompass longevity increases. <br />The Administrator pointed out that the current system <br />does include merit increases to some degree, and <br />suggested that perhaps a policy statement by the <br />Council would address the problem. The Administrator <br />recommended the following policy statement: "Increases <br />are not to be automatic based on years of service, but <br />rather performance. Satisfactory performance will <br />result in a next step progression. Exemplary <br />performance could result in further adjustments within <br />the scale subject to recommendation of the City <br />Administrator and approval of the City Council. <br />Scalze commented that in comparing VanSchoonhoven's <br />duties to secretaries in other cities, it appears to <br />her that VanSChoonhoven has a lot more duties than what <br />secretaries typically do. Scalze pointed out that <br />VanSchoonhoven has some unique duties and is a highly <br />skilled person. 5calze stated that perhaps the salary <br />scale proposed does not fit. <br />Scalze commented that the 7.6% in salaries increases <br />was way out of line, although the 4% proposed for <br />VanSchoonhoven was not enough. <br />Morelan felt the system was all relative in comparinq <br />employees to those of other cities. Morelan stated <br />that while he had no problem with the 5o increase <br />3 <br />
