MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 1994 <br />proposed by the Mayor for VanSchoonhoven, his concern <br />is whether this would be unfair to other employees. <br />The City Administrator did not feel an additional 1% <br />adjustment would create any problems for the budget. <br />The Administrator stated, however, that he was <br />comfortable with his salary recommendations as <br />presented. The Administrator stated that Kris <br />VanSChoonhoven does an excellent job for the City. <br />The Administrator noted that all the employees are <br />expected to perform a lot of different functions. <br />Looking at job titles as a comparison to other cities~ <br />positions, is not necessarily a perfect situation. <br />Morelan pointed out that there is another employee at <br />the top of their salary scale. If performance of these <br />two employees is equal, they should be treated equally. <br />Scalze pointed out that one of the City Administrator's <br />job duties was to put together salary structures. <br />Scalze reported that she has had discussions with the <br />Administrator about salaries, and feels that the total <br />salary increase being recommended is too high. Scalze <br />pointed out that total salaries are proposed to <br />increase $21,000 for full-time employees during 1995. <br />The City Administrator pointed out that the bulk of the <br />increase is going toward Public Works salaries. The <br />Administrator is proposing an adjustment of over 10% <br />for these employees, pointing out that the City has <br />fallen behind in Public Works Maintenance positions. <br />The Administrator pointed out that the City has lost a <br />few of its maintenance employees recently. These <br />employees have gone to comparable jobs in other cities <br />at higher salaries. The Administrator felt that his <br />salary proposal for the Public Works maintenance <br />employees was fair to both the employees and the City. <br />Morelan stated that he felt comfortable with the <br />Administrator's salary recommendations. <br />The Administrator reported that while he is <br />recommending a 4% increase in the Executive Secretary <br />salary scale this year, there have been some pretty <br />substantial adjustments in that scale in the past. The <br />goal has been to get the salary within a competitive <br />structure in order to enable the City to retain good <br />4 <br />
