MINUTES
CITY COUNCIL
OCTOBER 12, 1994
employees and to be fair within the system, while still
being accountable to the taxpayers for the dollars
spent.
Pedersen pointed out that the difference between 4 and
5 percent in the Executive Secretary salary scale is
less than $250 over a 12 month period.
The Administrator reported that in discussing the
matter with VanSchoonhoven, she would be satisfied with
the 4% that was recommended, however, feels that 5%
would be more fair. The Administrator pointed out that
a 5% increase is proposed for the Receptionist position
and a 4% increase is proposed for the Secretary
position. The Administrator suggested that perhaps a
5% scale increase should be granted to all three front
office employees to be consistent.
Hanson pointed out that Little Canada has become a
training ground for Public Works employees. Once these
employees gain experience, they are moving on to other
cities for higher salaries. Hanson felt that the
Public Works maintenance increase proposed by the City
Administrator was needed in order to retain employees
once they become experienced. Hanson noted the small
Public Works staff that the City has. Hanson also felt
that a 5% increase for the Executive Secretary position
was warranted.
LaValle agreed with the 5% increase for VanSchoonhoven.
Pedersen felt it micro-management to argue about a
salary increase that would amount to less than $250 per
year. Pedersen stated that he would not want to create
ill-will with a good employee over this amount of
money.
Morelan pointed out that the City Administrator's
recommendation has not changed.
Scalze stated that she would hate to lose a highly
skilled employee, and agreed that Public Works
employees learn the system and become highly skilled.
At this point in the meeting, LaValle, Scalze, Hanson,
and Pedersen indicated their support for a 5% increase
for Kris VanSchoonhoven. It was the consensus of the
Council to support the remaining salary recommendations
5
