MINUTES CITY COUNCIL OCTOBER 12, 1994 will be evaluated. The Director stated that at this time he sees nothing lacking in the program. The Director also stated that he was not sure of DeBace's commitments to her other employers without discussing this with her. Morelan asked about scheduling the Administrator's performance review. The Administrator recommended that the review be done before year end. Given the other items coming before the Council, the performance review has not been scheduled as of yet. The Administrator pointed out that he had not recommended an increase in the salary scale for his position, and suggested that the Council deal with that salary issue as they see fit. The Administrator reported that he is recommending the following increase in salary scale for temporary positions based on the difficulty the City has had in attracting and retaining good temporary employees: 1st Year 2nd Year 3rd Year 4th Year & Above Current Scale $5.00 $5.50 $6.00 $6.00 Proposed Scale $5.50 $5.75 $6.00 $6.25 The Administrator pointed out that previous policy has been to ask satisfactory employees to return the succeeding year. The Administrator pointed out that there is some value to the City in getting temporary employees to return since they have already learned the system. The City Administrator reported that he will put together a final salary recommendation which will include the modifications discussed. The City Administrator began a review of the Water Budget pointed out that he has modified the budget somewhat from what was previously submitted. The number of water customers has been adjusted downward somewhat, and the rates being charged by the Board of Water Commissioner's have been adjusted upward slightly. 7
