MINi7TES <br />CITY COUNCIL <br />OCTOBER 26, 1994 <br />by the Watershed. <br />The Mayor asked if there was anyone from the general <br />public present wishing to comment on this matter. <br />Roger Runyon, 3046 LaBOre Road, asked how the Canada <br />Woods Plat will affect the development of the rest of <br />the area. Runyon was concerned that this development <br />would landlock other undeveloped properties in the area <br />since it would prevent a road being extended from <br />County Road D into the area. <br />Pedersen pointed out that when the plat was originally <br />reviewed, it was pointed out that due to soil <br />conditions in the area, the road could not be extended <br />any further from County Road D. <br />The City Planner stated that the wetland delineation <br />cut off the potential for extending the road any <br />further without altering a significant amount of <br />wetlands. The Planner pointed out that the <br />thoroughfare plan for the area includes the addition of <br />a road further to the south to access the remaining <br />undeveloped property in the area. Again, it was <br />because of the wetlands that the developers had to <br />abandon the idea of bringing in a road from County Road <br />D further into the undeveloped property. <br />Scalze pointed out that as a result of this plat being <br />proposed, the City Planner put together an amended <br />thoroughfare plan for the area about a year ago. City <br />staff will forward Runyon a copy of this plan. <br />There were no additional comments from the general <br />public present. <br />Upon motion by Morelan, seconded by LaValle, the public <br />hearing was closed. <br />Morelan pointed out the suggestion by the City Planner <br />at the Planninq Commission meeting that both the <br />Preliminary and Final Plat be acted upon. <br />The City Administrator reported that the Final Plat <br />could be approved subject to the developer entering <br />into a development agreement with the City. <br />Morelan pointed out that the hearing notice which was <br />6 <br />
