MINiITES
CITY COUNCIL
OCTOBER 26, 1994
leaving for a specific reason related to the City.
Pedersen suggested that if the resident indicated that
they were leaving, the surveyor could then ask why.
Morelan asked if the survey was too lengthy.
Morris did not think so. Morris stated that length of
the survey doesn't impact people being willing to
complete the survey as much as interest. Morris felt
that the questions were varied enough to capture
people's attention. It was noted that the Shoreview
survey is 200 questions in length, and Morris stated
that surveyors are having no trouble keeping residents
on the line.
Morelan asked what #13 will tell the City.
Pedersen felt this question would show the strength of
community, and whether people just come to Little
Canada to sleep or as a place to live.
Morris felt that if responses to this question are
'~poor", then the City may need to do more civic things
to strengthen community identity.
Morelan suggested that the follow up paragraph to
question #26 should precede that question. Morelan
also asked if people understood what "service
establishments" are.
Morris reported that in pre-tests, people do understand
that term. In a Little Canada pre-test, should there
be a problem with the term, it will be changed.
The Administrator suggested that questions #45 and #46
be moved closer to #27.
Morris was concerned that this would result in not
getting a balanced answer to the question.
LaValle questioned the need for questions #47 and #48.
Scalze felt that #47 was important since it is becoming
apparent that some of this structures need some upkeep
and maintenance. The Administrator pointed out that
the response to this question could result in the City
developing financing programs for rehabilitation of
4
