MINUTES <br />CITY COUNCIL <br />NOVEMBER 9, 1994 <br />a number of opportunities in Little Canada for older <br />adults over the age of 60. <br />Scalze pointed out that the initial surveys which were <br />sent came back from a number of people who indicated an <br />interest in being blockworkers. Scalze asked if these <br />individuals will be targeted for the blockworker <br />program. <br />LeBarron replied that she will go back through those <br />surveys and identify the interested individuals in <br />order to contact them. <br />The Council thanked LeBarron for her update on the <br />Blockworker program. <br />PHALEN CHAIN Sherri Buss, Project Coordinator of the Phalen Chain <br />oF LAKES of Lakes Watershed Project, appeared before the Council <br />WATER5HED to ask for formal endorsement of the Steering <br />PROJECT Committee's Comprehensive Natural Resources Plan for <br />the Watershed. Buss stated that she would also like <br />the Council's thoughts on the future of the project. <br />Buss reported that enactment of the Comprehensive <br />Natural Resources Plan requires a partnership agreement <br />between the various units of government, private <br />organizations, and citizens interested in the future of <br />the Phalen Chain of Lakes Watershed. The parties <br />committed to this partnership are united by a mutual <br />concern for the protection of the quality of the Phalen <br />Chain of Lakes Watershed and its natural resources, and <br />their use by current and future generations. <br />Buss gave a detailed background of the history of the <br />the Phalen Chain of Lakes Watershed and the affect that <br />urbanization has had on the watershed. Buss reported <br />that in 1993 a partnership was formed to address <br />concerns about declining natural resources quality in <br />the watershed. A 7-point Action Plan was developed <br />which include the following major goals: <br />*Improve, restore and protect surface water quality; <br />*Restore, enhance and protect wetlands and creeks; <br />*Protect the ground water resources of the watershed; <br />*Develop and support a connected system of "green <br />corridors~~ to protect water resources, enhance fish <br />and wildlife habitat, and provide natural resources <br />5 <br />
