MINUTES <br />CITY COUNCIL <br />NOVEPiBIIt 9, 1994 <br />recreation and education opportunities; <br />*Restore and expand forest cover and diverse native <br />vegetation. <br />*Increase public awareness and involvement in natural <br />resources management in yards, public and private <br />lands, and all areas of the watershed. <br />*Establish a local natural resources board to <br />coordinate implementation of the watershed plan. <br />Buss reported that during the summer of 1994, the <br />Watershed Project partners, local residents, cities, <br />businesses and others in the watershed will begin to <br />implement the watershed plan to improve natural <br />resources through a variety of projects. These <br />include: <br />*An innovative stormwater management project in <br />Maplewood that will infiltrate stormwater within a <br />neighborhood and eliminate the need for new storm <br />sewers that would empty into Lake Phalen. <br />*Work with the City of St. Paul and District 2 <br />Community to obtain funding for the Phalen Wetland <br />Park restoration as part of the Phalen Village Small <br />Area Plan. <br />*Projects to restore aquatic shoreline vegetation, and <br />work with parks departments and landowners to manage <br />vegetation around wetlands and lakes to benefit fish, <br />wildlife, and water quality. <br />*Completion of a watershed-wide wetlands plan. <br />*Complete field work to identify the remaining natural <br />areas, prairie fragments, and inventory open space <br />areas to assist in development of the "green <br />corridors" network for the watershed. <br />*Complete restoration projects at the H.B. Fuller <br />Company Willow Lake Nature Preserve to restore aquatic <br />vegetation and other natural communities. <br />*Work with neighborhood and citizen groups to create <br />plantings and projects which benefit natural resources <br />in parks and residential areas of the watershed. <br />Buss reported that the City can use the Steering <br />Committee to help out with issues within Little Canada, <br />such as Gervais Mill park, lakeshore development, <br />Comprehensive Plan updates, etc. Buss asked for the <br />City's continued participation on the Steering <br />Committee and Natural Resources Board. Buss reported <br />that there are a variety of forms that the Natural <br />Resources Board could take. It could be a joint powers <br />6 <br />
