M7:NUTES <br />CI:TY WUNCIL <br />NOVEMBER 23, 1994 <br />Pedersen suggested that perhaps Mr. McCumber should be <br />required to put down a cash deposit to ensure that the <br />plantings are installed. Pedersen pointed out that Mr. <br />McCumber will have the CUP for several months before <br />the June 1st deadline is here, and the deposit will <br />provide motivation to get the plantings in. <br />McCUmber reported that he discussed the type of <br />plantings which would be appropriate with a landscaping <br />firm and ivy was suggested. The landscaper also <br />suggested that 35 plants spaced 3 feet apart would <br />provide adequate screeninq. McCumber reported that his <br />attorney has suggested that he purchase the ivy and <br />give the plants to Mr. Jackson to install noting that <br />they would have to be planted on Jackson's property. <br />Jackson was agreeable and suggested that he and <br />McCumber could work out the details such as type of ivy <br />and density. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-11-407 - APPROVING THE CONDITIONAL <br />USE PERMIT FOR SPECIAL PURPOSE FENCE ALLOWING BARBED <br />WIRE ON TOP OF A STORAGE ENCLOSURE FENCE WHICH IS <br />ADJACENT TO A RESIDENTIAL AREA FOR SECURITY PURPOSES AS <br />REQUESTED BY MR. MCCUMBER FOR PROPERTY LOCATED AT 608 <br />EAST COUNTY ROAD D SUBJECT TO MR. MCCUMBER PURCHASING <br />THE APPROPRIATE PLANTING MATERIALS TO SCREEN THE FENCE <br />FROM THE ADJACENT RESIDENTIAL PROPERTY WITH <br />INSTALLATION OF THE PLANTINGS BY MR. JACKSON AND <br />ESTABLISHING A JUNE 1, 1995 DEADLINE FOR COMPLETION OF <br />THE PLANT SCREEN <br />The foregoing resolution was duly seconded by LaValle <br />Ayes (4) Morelan, LaValle, Pedersen, Hanson. <br />Nays (0). Resolution declared adopted. <br />COMP PLAN The City Planner submitted a draft of the Comprehensive <br />UPDATE Plan update for the Rice Street corridor which is <br />currently being reviewed by the Planning Commission. <br />The Planner noted that the draft includes goals and <br />objectives for the Rice Street area as well as a land <br />use plan for the corridor up and down Rice Street. The <br />Planner reported that the Planning Commission will <br />complete its review of this proposal at their December <br />
