MINUTES <br />CI:TY COUNCIL <br />NOVENIBER 23, 1994 <br />JACK SCHMIDT <br />CONCERNS <br />7th meeting, and the matter will then be reviewed by <br />the Council at their December 21st meeting. <br />Mr. Jack Schmidt, 2718 Edgerton Street, appeared before <br />the Council and reported that he had a series of <br />questions he would like to ask. The first was what was <br />the purpose of the Community Pride Committee. <br />The Mayor replied that the Committee is advisory to the <br />Council and consists of a group of volunteers from both <br />the business and residential communities, along with <br />some City staff inembers. The Committee has been <br />discussing issues such as aesthetics, City <br />identification signs, refuse removal, and City clean-up <br />day to name a few. <br />Schmidt asked the definition of pride of ownership of <br />personal property. <br />The Mayor felt that definition was maintenance. <br />Schmidt asked the City Attorney to define Torrens <br />title, criminal trespass and civil trespass. <br />The City Attorney suggested that Mr. Schmidt direct <br />these questions to his attorney. <br />Schmidt reported that the Torrens title of his property <br />has been upheld in court on three occasions. Schmidt <br />reported that his property is still being used by his <br />neighbor, and asked if this were civil or criminal <br />trespass. <br />The City Attorney suggested that Mr. Schmidt direct <br />this question to his attorney. <br />Schmidt asked if someone takes something that does not <br />belong to them if this were criminal or civil. <br />The City Attorney suggested that Mr. Schmidt direct <br />this question to his attorney. <br />Schmidt submitted to the Council a letter dated March <br />30, 1994 from Ramsey County Department of Public Works <br />to Mr. John Ryan and Ms. Yvonne Kustelski. Schmidt <br />then asked why the City Attorney told Ramsey County <br />authorities not to file reports generated as a result <br />4 <br />
