MIN~i'ES <br />CITY COUNCIL <br />DECEI~iBER 21, 1994 <br />should the street connection be put in, Mr. Tima would <br />be responsible for his share of that cost. Scalze also <br />stated that should the street connection option be <br />chosen, she did not believe building permits should be <br />issued until the street was developed. <br />Scalze reported that to her the street option made the <br />most sense since that was the general plan for the area <br />given the dedicated street right-of-way. Scalze also <br />noted that with the cul-de-sac option the City has no <br />idea what the total cost would be since it may be <br />necessary to oondemn right-of-way to improve the cul- <br />de-sacs. <br />Pedersen stated that on paper the street connection <br />seems to make the most sense, and asked why there <br />wasn't more support of that option at the neighborhood <br />meeting. <br />The Administrator reported that there was concern about <br />more traffic in the area should Jackson Street be <br />improved. <br />Morelan reported that he has not discussed his feelings <br />on this issue with any of the Council Members. Morelan <br />felt the Jackson Street connection versus improvement <br />of cul-de-sacs at the ends of Bluwood and Australian <br />should be addressed from a position of what is best for <br />the City irrespective of any lot split issue. Morelan <br />pointed out that the lots in that area are currently <br />being served by streets and there are no undeveloped <br />lots in the area. Morelan felt that the Council needed <br />to look at the traffic situation and determine what is <br />best for the area. If the result is that Mr. Tima can <br />divide his property, that is great. <br />Morelan stated that he was opposed to the connection of <br />Bluwood and Australian via the improvement of Jackson <br />Street. Morelan pointed out that his property now <br />abuts Bluwood and Australian, and the improvement of <br />Jackson Street will result in streets on three sides of <br />his lot. Morelan reported that at the neighborhood <br />meeting there was overwhelming opposition to the <br />improvement of Jackson Street with only one property <br />owner in favor of that option. The City Engineer <br />stated at the neighborhood meeting that the street <br />connection would not increase traffic, but Morelan <br />noted that currently Jackson Street does not exist, <br />11 <br />
