MINUTES
CITY COUNCIL
DECEPiBER 21, 1994
The Fire Chief responded that a 60 foot radius was
needed, however, the Fire Department is able to turn
around in a smaller cul-de-sac with additional turning
maneuvers. Currently on Australian the Fire Department
would have to back into a driveway or make two to three
maneuvers at the end of the street.
Mark Lendway, 126 Bluwood, pointed out that the City
has the option of doing nothing with the existinq
streets. Lendway stated that he was not opposed to Mr.
Tima splitting his lots, but rather than spend a lot of
money connecting Bluwood and Australian or putting in
large cul-de-sacs, the City give Mr. Tima access for a
lot off the end of each street. Lendway pointed out
that the property owners along Bluwood and Australian
built where they did because the streets were dead-end.
There are other similar streets in the City.
Scalze felt that Bluwood and Australian were not dead-
end streets, but rather incomplete streets. Scalze
also pointed out that the Jackson Street right-of-way
existed when the property owners purchased their
property.
Lendway pointed out that the City vacated the section
of the Jackson Street right-of-way lying between Old
County Road C and Bluwood, and there are plans to
improve a trail on the street right-of-way. Lendway
felt that the property owners paid more for their
property because the streets were dead-end, and that
the majority of property owners in the area wanted the
streets to remain that way.
Hanson pointed out that Mr. Tima wants to develop his
property. There is also the need to improve emergency
vehicle access into the area.
Pedersen stated that if nothing is done at this time,
the issue is only postponed since it will come up when
there is the need to reconstruct Bluwood and
Australian.
Lendway suggested that the issue be postponed until
that time.
Scalze stated that the City's long-range plan is to
reconstruct Bluwood and Australian within the next 5 to
10 years. If Mr. Tima does divide his property, he
13
