MINUrES <br />CITY COUNCIL <br />DECEPSBER 21~ 1994 <br />children must wait on the end of Australian and Bluwood <br />at Lakeshore Avenue for the school bus. <br />Magnuson stated that she understands that Morelan does <br />not want the Australian cul-de-sac all on his property, <br />and stated that she does not want it all on her <br />property. Magnuson again stated that she prefers the <br />Jackson Street connection. <br />The City Administrator estimated that Mr. Tima's costs <br />under either the street option or cul-de-sac option are <br />about the same. From the City's standpoint, the <br />Jackson Street connection would likely be more <br />expensive since the Morelan property could only be <br />assessed 20% of its frontage on that street since the <br />sideyard abuts Jackson. The Administrator also pointed <br />out the need to acquire easements should the cul-de-sac <br />option be chosen. <br />The Administrator stated that in summarizing the <br />situation, the majority of property owners along <br />Bluwood and Australian prefer the cul-de-sac option <br />because of their concern for additional traffic in the <br />neighborhood. The cost for either option is close, but <br />there is the easement issue for the cul-de-sac option. <br />Should easements be necessary from the Morelan property <br />which result in the property being substandard to <br />divide into two lots, the City has the option of <br />granting a variance. <br />The City Planner stated that if the City were just <br />developing the area, the street connection option would <br />be preferable rather than two cul-de-sac streets. The <br />Planner did not believe that the street connection <br />would result in any significant increase in traffic <br />through the area. The street connection resolves <br />public works and public safety issues. The Planner <br />stated that his recommendation would be to improve the <br />Jackson Street connection. <br />The City Administrator reported that the street <br />connection gives the City the best opportunity for <br />meeting its standards. The cul-de-sacs would be a <br />definite improvement to the situation, but would not <br />meet City standards. <br />Scalze pointed out that Mr. Tima wants to divide his <br />property and it is in the best interests of the City to <br />15 <br />
