MINUTES <br />CITY COUNCIL <br />DECEP'iBER 21, 1994 <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-12-439 - REFERRING THE MATTER OF <br />CHRISTMAS LIGHTING AT CITY HALL TO THE COMMUNITY PRIDE <br />COMMITTEE FOR A RECOMMENDATION <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) LaValle, Pedersen, Scalze, Hanson. <br />Nays (1) Morelan. Resolution declared adopted. <br />GATEWAY The City Administrator submitted to the Council the <br />PROJECT preliminary development agreement for the Rice Street <br />Gateway Project. The Administrator reported that as <br />part of this agreement, submittals were due on December <br />19th. While the developer made an effort to meet the <br />deadline, the form of the submittals was inadequate. <br />Based on this, the Administrator stated that he could <br />not recommend approval of the development agreement at <br />this time. The Administrator suggested that he have a <br />meetinq with the developers prior to the next Council <br />meeting to determine the identity of the investors and <br />their level of interest in the project and where the <br />project is at. The Administrator suggested that <br />perhaps the City Attorney, City Fiscal Advisor, and <br />representatives of the City Council attend the meeting <br />as well. The Administrator reported that he has <br />informed the developer that the quality of the <br />submittals presented was not adequate, and that he <br />would be recommending against approval of the <br />development agreement at this time. If these <br />submittals cannot be put in acceptable form, it may be <br />time for the City to move on to something else. <br />Morelan pointed out that the City is proposing to enter <br />into a business arrangement with the developer. <br />Therefore, he would like to see financial statements <br />from the development corporation, as well as <br />information showing how long the corporation has been <br />in business, who the principals are, a resume from the <br />developer showing previous projects, etc. Morelan <br />acknowledged that the City is not taking much of a <br />financial risk relation to the project, but felt this <br />information was essential. <br />Gary Collyard reported that he would comply with the <br />request of the City Council. <br />35 <br />
