MINUTES <br />CITY COUNCIL <br />DECEMBER 21, 1994 <br />Morelan noted that the request meets all requirements <br />of the City's ordinance. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 94-12-421 - APPROVING TIiE CONDITIONAL <br />USE PERMIT FOR TWO FREE-STANDING SIGNS AT THE RICE AT C <br />CENTER AS REQUESTED BY RETAIL INVESTMENT I <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Hanson, Pedersen, 5calze. <br />Nays (0). Resolution declared adopted. <br />REZONING & The Mayor opened the public hearing to consider the <br />PRELIMINARY request for rezoning of property from R-1 (Single <br />PLAT - Family Residential) to R-2 (Medium-Density <br />COBBLESTONE Residential) as well as a Preliminary Plat for <br />VILLAGE townhome development known as Cobblestone Village <br />consisting of eighteen (18) to twenty (20) lots to be <br />developed with thirty-six (36) to forty (40) individual <br />townhome units. The Mayor pointed out that the <br />Planning Commission has recommended approval of the <br />rezoning and Preliminary Plat. <br />Scalze pointed out that when the concept of this plat <br />was discussed, Gordie Howe indicated that the value of <br />the individual townhomes would be $130,000 to $150,000 <br />on the west side of the street, and $200,000 on the <br />east side. At the Planning Commission that value was <br />proposed at $130,000 to $170,000. Scalze reported that <br />it was her intention to consider an upscale townhome <br />development. <br />Gordie Howe, Masterpiece Homes, the developer of the <br />project, reported that some of the units will be slab- <br />on-grade, and those would be in the $130,000 price <br />range. The value of these units is lower than <br />originally proposed because the units are slab-on- <br />grade, thus will have less square footaqe. It was <br />originally thought that all units would have basements. <br />Other units will have basements with walkouts and those <br />units are proposed at $175,000 to $200,000. <br />LaValle asked if the townhomes would have brick <br />exteriors. <br />
