MINUTES <br />CITY COUNCIL <br />DECENIBER 21, 1994 <br />Scalze rated the Administrator at E, stating that <br />complaints from the public are not common, the <br />Administrator has a good planning perspective, good <br />written communication skills with the ability to sum up <br />the scattered thoughts of many. Staff and the City <br />Council work as a cohesive team. <br />Pedersen gave the Administrator an E rating, stating <br />that he communicates well with the City Council. <br />The next category rated was Fiscal/Business Management. <br />Scalze rated this area as an E, stating that the <br />Council is aware of the good grasp the Administrator <br />has on City finances and appreoiates him. Scalze <br />suggested that budget preparation begin earlier, <br />however. <br />Morelan rated this area as an M+ (Meets Expectations <br />+). The Administrator does a great job with the budget <br />document. Morelan felt, however, that there were times <br />the Administrator made recommendations based on what he <br />thinks the Council wants to hear. Morelan stated that <br />the Administrator should not hesitate to make <br />recommendations on what he really believes would be the <br />way to qo. Morelan felt there was room for improvement <br />in the maintenance of City property, such as parks, <br />hockey rinks during the summer, etc. <br />LaValle rated the Administrator at an E in this <br />category, and indicated that the staff sees the day-to- <br />day managing done by the Administrator, therefore, felt <br />staff's perception in this area was very important. <br />LaValle felt that the staff had a lot of respect and <br />confidence in the Administrator. The Administrator <br />does a great job on the budget. <br />Pedersen rates this area as an E, stating that the <br />budget is thorough and timely. However, Pedersen <br />stated that he would like to see the City conduct a <br />more innovative budgeting process although he is aware <br />of the limited time and staff to do so. Outcome based <br />budgeting would give the City more focus than the <br />current document does. <br />Hanson stated that the City should keep current with <br />its computer systems in order to have the necessary <br />tools to do what it needs to. <br />2 <br />
