MINUTES <br />CITY COUNCIL <br />DECEMBER 21, 1994 <br />With regard to the comments on Organizational <br />Management, the Administrator felt that the hiring of <br />the current Building Inspector will be very beneficial <br />for the City. The Administrator agreed that hiring a <br />Fire Marshal has taken longer than he would have liked, <br />but while the Fire Marshal's duties are not immediately <br />critical to the City, it is important to get the fire <br />inspection program underway. <br />With regard to comments on the Business/Fiscal <br />Management category, the Administrator agreed that he <br />could start earlier on budget preparation. However, <br />this process is one that is best done uninterrupted, <br />and he usually does this on a weekend with LaBore Day <br />being the major push. The Administrator reported that <br />the document is getting closer to where he would like <br />it to be, therefore, should not be quite as time- <br />consuming to complete in the future. The Administrator <br />reported that he has not been pleased with the <br />maintenance of the City's physical facilities, but felt <br />there has been some improvement in the last year. The <br />Administrator also agreed with Pedersen's comments on <br />outcome-based budgeting, but pointed out that the <br />current format is one that helps the City to control <br />costs. The Administrator reported that preparation of <br />an outcome based budget will take more time, but is a <br />goal which can be achieved if that is what the Council <br />wants. An outcome based budget is tied to level of <br />services that the City provides. <br />Morelan suggested that the Council could look at a the <br />different areas of service it provides in monthly <br />workshop meetings. In that way it would have service <br />levels delineated by budget time. <br />The next area of performance evaluated was Program <br />Development and Follow Through. Morelan indicated that <br />he rated the Administrator at M. Morelan felt that the <br />City needed to be more proactive with program <br />development, foreseeing what the needs of the community <br />will be. With regard to delegation to staff, Morelan <br />felt that in some areas this was not happening and more <br />delegation would result in additional time for the City <br />Administrator to devote to more important things. <br />Morelan stated that if additional staff is needed, the <br />City Council should be made aware of this need. <br />LaValle rated the Administrator's performance in this <br />3 <br />
