MINUTES
CITY COUNCIL
DECENIBER 21, 1994
area as E. LaValle pointed out the good work the
Administrator has done with the Sheriff~s Department,
that the Administrator was very knowledgeable on local
government issues as well as the day-to-day running of
the City. LaValle stated that if the Administrator is
asked to do something it is always done.
Pedersen rated the Administrator's performance as an M
in this area. Pedersen felt that follow through was
speedy and timely. Pedersen was concerned, however,
about long-term monitoring of matters once decisions
were made.
Hanson gave an E rating, and felt the Administrator did
a very good job overall. Hanson commended the
Administrator on his personal record-keeping.
Scalze gave an E- rating. Scalze felt the
Administrator had improved in the area of delegating,
and felt that in order to improve any more in this area
additional staff would be necessary. Scalze felt that
the compilation of past assignment lists which was done
about a year ago was very helpful. Scalze indicated
that the Administrator is very responsive to the City
Council as a group, smf commented on the need for
increased efficiency in recreation registration and
programming examples.
The Administrator felt that monitoring of compliance
with terms and conditions of development agreements was
in good shape. Monitoring of Conditional Use Permits
was of more concern given the need to get new staff up-
to-date on past CUP's. The Administrator felt that
every year monitoring procedures have improved. That
vast strides have been made from a few years ago.
However, there was always room for improvement in
procedures, and sometimes things do slip through the
cracks. The Code Enforcement position will be a way to
improve these areas.
The Administrator felt that he has delegated as much as
he could without more expertise and staff in certain
areas. The Administrator also felt that in the
upcoming goal-setting session he would like to discuss
what the City can do to be more proactive than
reactive.
The next area of performance was Relationship with the
4
