MINUTES <br />CITY COUNCIL <br />DECB+IBER 21, 1994 <br />Mayor and Council. LaValle rated the Administrator's <br />performance as E+ in this area, stating that he did not <br />see how it could be any better. <br />Both Pedersen and Hanson agreed with the E+ rating. <br />Scalze rated the Administrator as E, noting his ability <br />to plan and organize material, that he is very <br />responsive to the Mayor and Council Members, <br />information updates are done well, assignment lists are <br />excellent. Scalze felt that the Administrator may be <br />too responsive in some areas, taking an idea from an <br />individual Council Member and devoting time to it when <br />sometimes it should be presented to the entire Council <br />first. <br />Morelan rated the Administrator's performance in this <br />area as E-, stating that the relationship between the <br />Administrator and the Council is very open and one of <br />mutual respect. Morelan felt the Administrator did a <br />good job of playing the game of keeping the Council <br />happy. Morelan stated that agenda packets are very <br />good and complete, but occasionally the packets are <br />late and certain information is missing although it is <br />difficult to foresee all the information that may be <br />necessary. Morelan suggested that the Administrator <br />not be afraid to recommend things to the Council if he <br />feels they are really the right things to do. Morelan <br />also thanked the Administrator for the time he takes in <br />talking and discussing matters with him, stating that <br />it makes his job a lot easier. <br />The Administrator reported that if he is not providing <br />the Council with good information, then he was not <br />doing his job. He also stated that there is no doubt <br />there are times when he could have anticipated the need <br />for information better which would have made the <br />Council's job easier. With reqard to bringing matters <br />to the entire Council, the Administrator stated that <br />there are times when responding to a request of an <br />individual Council Member, he did not feel it was <br />necessary to forward the request to the entire Council. <br />Although perhaps other Council Members felt this should <br />have been done. The Administrator also felt that he <br />has brought recommendations to the Council, such as the <br />sinqle-frontage assessment policy and the street <br />assessment policy which were major deviations of <br />existing policies. The Administrator stated that he <br />would not recommend something to the Council if he did <br />5 <br />
