MINUTES CITY COUNCIL DECENIBER 21, 1994 stating that he did not know of any staff that was more congenial and courteous to its residents. Hanson also felt that the Administrator communicated very well with the print media, that he was well respected and very up front and honest in his dealings. Scalze gave an E+ rating stating that the Administrator excels in this area. He has a good rapport with the public, she liked the way he conducted neighborhood meetings which takes stress off the City Council. Morelan felt that this was the most important category and gave the Administrator an E+ rating. Morelan felt that the Administrator excelled in this area noting that complaints from the public are almost non- existent. Both LaValle and Pedersen gave E+ ratings as well. Scalze rated the Administrator at E in Intergovernmental Relations. Scalze felt there was real improvement in this area, that the Administrator had a good relationship with the City of Roseville, which is of primary importance to this City. Efforts should continue in economic development and promotion of youth programs. Morelan gave an E+ rating, standing that the Administrator exceeded every standard on the evaluation form. Morelan felt that the Administrator had gotten to know a lot of his peers around the area and was highly regarded. LaValle stated that he gave a E rating, but that it should have been an E+. LaValle felt the Administrator was becoming recognized as a leader with other city managers, and was well respected by Commander Bergeron of the Sheriff's Department. Scalze suggested that her rating should have been an E+ as well. Pedersen rated the Administrator as an M-. Pedersen stated that it was his sense that the Administrator was not networking with other cities as much as he would like to see. Aanson qave an E rating, and felt that the 7
