MINUTES <br />CITY COUNCIL <br />JANUARY 11~ 1995 <br />relocated in a very nice spot. Collyard reported that <br />the project will go through at some point. Maybe not <br />100%, but he will not put up one store and then walk <br />away from the project. Collyard stated that there may <br />have been some misunderstandings along the way, and for <br />that he apologizes. However, the project is a massive <br />one. <br />Fahey asked Collyard if the Council suggested that the <br />Gateway Project should extend from the Market Place <br />Shopping Center south to the Winters property. <br />Collyard replied that the parameters of the TIF <br />District were discussed, and one of the caveats was <br />that the DeLonais property not be included in the <br />project. <br />Fahey suggested that if the Winters~ and Tierney's do <br />not want to sell, that these properties be excluded <br />from the project and the project be downsized. <br />Collyard stated that these are some of the details he <br />would like to get into on the subcommittee level. <br />Fahey suggested that no one on the City Council was <br />interested in condemning property if the property <br />owners are not interested in selling. <br />Collyard stated that he would not pursue condemnation <br />of any property where the owner was unwilling to sell. <br />However, felt that vacant property was different. <br />Fahey suggested that he, the City Administrator, and <br />one Council Member form a committee to meet with <br />Collyard, anchor tenants, and review proprietary <br />information. The entire Council would be given the <br />non-proprietary information. Fahey did not believe <br />another motion and a lot of deadlines were needed. <br />Morelan indicated that he would be willing to serve on <br />the committee. Morelan stated that the Council <br />realizes that this is a huge project and it takes time. <br />However, when Collyard first approached the City 1 1/2 <br />years ago, Collyard set the timetables. Those <br />timetables called for buildings to be under <br />construction in early 1995. Morelan stated that at the <br />time he felt Collyard's timetables were unrealistic. <br />Morelan also pointed out that the information that the <br />21 <br />
