MINUTES <br />CITY COUNCIL <br />Jb~NUARY 18, 1995 <br />that they never intended to maintain it. <br />Bennett pointed out that the snow plows use this area <br />for a turn-around as does the Post Office and garbage <br />trucks. Bennett reported that the only ones who do not <br />use this area are the property owners. <br />The Public Works 5uperintendent reported that he plows <br />this area at the request of the Fire Department so they <br />could turn around their trucks if needed. The <br />Superintendent also reported that if Public Works has <br />some asphalt mix which is getting cold, they will go <br />into this area and fill the holes, although there is <br />really no road there. <br />5calze asked how Public Works turns its snowplows <br />around on Gilanderi Lane. <br />The Superintendent reported that plows can be turned <br />around with a couple of turning maneuvers without the <br />need to use the drive area which loops on the Highway <br />Department right-of-way. <br />The City Engineer reported that Figure 1 shows the <br />proposed lay-out of the water main improvement, and <br />Figure 2 shows the proposed road improvement. The <br />Engineer again reviewed the three improvement options <br />as described earlier. The Engineer reported that <br />currently Gilanderi Lane is approximately 16 feet wide, <br />and its section is unknown. <br />Jim Manteuffel suggested that if option 3 is chosen <br />that it include extending the existing blacktop a few <br />more feet in order to service the driveways between 789 <br />and 801 Viking Drive. Manteuffel reported that there <br />is major deterioration in this area. He also suggested <br />an extension to service the driveway at 777 Viking <br />Drive. <br />Fahey pointed out that this would involve putting in a <br />blacktop driveway to serve residential homes. Scalze <br />pointed out that the City has no right-of-way to do <br />this. <br />The Engineer pointed out that whatever right-of-way <br />does exist in the area is MN DOT right-of-way, not City <br />right-of-way. <br />12 <br />
