MINUTES <br />CITY COUNCIL <br />JANUARY 18, 1995 <br />Fahey stated that he would have trouble supporting the <br />improvement of a substandard City street to gain <br />access. Should the City approve this request, the <br />Council will be faced with similar requests in other <br />areas. Fahey pointed out that City staff is <br />recommending that no street improvement be undertaken <br />until it gets right-of-way for a standard street, and <br />that the street issue is currently a private one <br />between property owners. Fahey asked if there was any <br />interest on the part of the property owners in <br />dedicating road right-of-way. <br />Bennett asked the width of right-of-way the City was <br />considering. <br />Fahey pointed out that there is currently no road <br />right-of-way. City standards would call for a 5o foot <br />right-of-way with a 28 foot pavement. <br />Bennett pointed out that the existing pavement is 16 <br />feet wide, and asked if that width could be maintained. <br />Fahey replied that a 16 foot wide pavement would be <br />substandard. The City has varied the mat size in some <br />neighborhoods. Fahey again pointed out that no right- <br />of-way exists, and right-of-way acquisition would be <br />very expensive if some property owners were against <br />dedicating it. <br />It was pointed out that Gilanderi is a private road, <br />and the City is currently plowing a private road. <br />Pedersen pointed out that the plowing is being done to <br />maintain emergency vehicle access into the <br />neighborhood. Pedersen suggested that the property <br />owners need to form an association and maintain the <br />area themselves or give the City the necessary road <br />right-of-way. There is road right-of-way for Gilanderi <br />Lane from County Road B-2 to 775 Viking Drive. After <br />that point, Gilanderi is a private road. <br />Bennett asked about easement for the existing sewer <br />line. <br />Fahey replied that the City has an easement for the <br />sewer line. That easement is a utility easement, and a <br />separate road easement would be needed for the road. <br />Scalze asked if the water main could be put in on the <br />13 <br />
