MINUTES <br />CITY COUNCIL <br />JANUARY 18, 1995 <br />City's existing 30 foot utility easement. <br />The City Engineer replied that the City would need an <br />additional 10 feet of easement for the water main given <br />the placement of the sewer line within that existing <br />easement and since there would need to be a 10 foot <br />separation between the sewer line and water line. <br />Fahey stated that the City cannot continue to allow 7 <br />or 8 homes to be served by a substandard, private <br />driveway. Fahey stated that this is the time to look <br />at improving the road. <br />The Administrator pointed out that the way the homes <br />are constructed in the area, the property needed for <br />the road easement would have a major impact on abutting <br />property. <br />Scalze suggested that perhaps the City should only be <br />considering the water main improvement and the need to <br />obtain additional right-of-way for the water main. <br />Then the question is why should the City continue <br />plowing Gilanderi Lane, and Scalze suggested that the <br />property owners form an association to address <br />maintenance issues. Scalze pointed out that the <br />property owners have petitioned for the water main <br />improvement. <br />Fahey asked if it were an appropriate use of City <br />dollars to plow a private driveway. Fahey suggested <br />that the problem needs to be addressed, and if the City <br />needs to acquire road easement, it should do so. Fahey <br />suggested that perhaps a smaller than standard road <br />right-of-way should be taken given the character of the <br />neighborhood. <br />Morelan suggested that if the City proceeds with a road <br />improvement, it should be as close to Option 1 as <br />possible. However, that option would be costly to the <br />property owners and difficult for the City to get <br />easements. <br />Scalze suggested that the City focus on the water main <br />improvement and repair of the blacktop that is <br />disturbed as a result of that improvement. However, if <br />the property owners are interested in a road <br />improvement, now would be the time to proceed. <br />14 <br />
