MINUTES <br />CITY COUNCIL <br />J~1NiJARY 18, 1995 <br />Pedersen asked how much asphalt would be torn up as a <br />result of the water main project. <br />The City Engineer replied that virtually all of it <br />would be disturbed. <br />Fahey asked if the looped roadway was essential for the <br />neighborhood. Fahey suggested that this is an area <br />where a substandard street and cul-de-sac should go in <br />to address the best long-term interests of the <br />residents. Fahey did not feel it made sense to make <br />the full loop. Fahey also stated that he was not in <br />favor of the City plowing private drives. <br />Bennett reported that the property owners in the area <br />met on Sunday, and the consensus was in favor of the <br />water main project with repair of the blacktop that is <br />torn up as a result of that project. <br />Trudy Langer, 789 Viking Drive, reported that the loop <br />on the south is used on a limited basis, and anyone <br />driving into the area can turn around in her driveway. <br />Langer opposed the road improvement. <br />Pedersen pointed out that without the road improvement, <br />the City will discontinue plowing and maintenance of <br />this private drive. <br />Pam Sparks, 795 Viking Drive, asked if the road had to <br />be plowed for emergency vehicle access. <br />Public Works reported that the City has been plowing <br />the area at the request of the Fire Department, but <br />plowing of private drives by the City is not required <br />by City ordinance. <br />LaValle pointed out that Gilanderi Lane is a private <br />drive, and there would be liability to the City for <br />plowing private property. <br />Fahey asked if there are any other private drives that <br />the City is plowing. <br />The Administrator replied that he was not aware of any. <br />The Administrator suggested that a homeowners' <br />association may be the long-term answer. The City will <br />not be able to do a road improvement without the <br />necessary road easement. Given the lay-out of the <br />15 <br />
