MINUTES
CITY COUNCIL
JANUARY 18, 1995
area, the Administrator was not sure that dedicating
road right-of-way made sense for the property owners.
A homeowners' association can address the long-term
interests of the neighborhood.
Fahey stated that if the property owners want the area
plowed, they will have to dedicate road right-of-way to
the City. The cost of that could be very expensive if
not all property owners are willing to make the
dedication and some property needs to be condemned.
Fahey suggested that the City could continue to plow
if, at a minimum, the road right-of-way is dedicated as
a public street. However, he was not comfortable with
the City plowing under the current situation. Fahey
felt that eventually the road will need to be improved,
and that can be done as part of the water main project
if the neighborhood chooses.
Bennett asked the width of the street.
Fahey reported that City standard is for a 50 foot
easement. Fahey suggested that given the character of
the neighborhood, perhaps a 30 foot easement and 20
foot mat made sense.
LaValle did not believe the City should get involved
with a substandard road easement of 30 feet.
Fahey suggested that perhaps LaValle is right, and the
City should have no involvement with the issue.
Morelan suggested the homeowners' association may be
the way to go. Morelan also suggested the portion of
Gilanderi Lane that the City has road easement for
should be upgraded to meet City standards.
Pam Sparks pointed out that there are some property
owners in the area who cannot afford both the water
main and road improvement. Sparks pointed out that
property taxes are rising substantially each year, and
there are senior citizens in the area on fixed incomes.
The property owners support the water main improvement,
but not the road. There is also concern with the loss
of trees associated with a road improvement. The
property owners would like to keep the neighborhood
like it is. Sparks felt that the property owners could
hire someone to plow and maintain the road. Sparks
also pointed out that the property owners would be
16
