MINUTES <br />CITY COUNCIL <br />JANUARY 18, 1995 <br />area, the Administrator was not sure that dedicating <br />road right-of-way made sense for the property owners. <br />A homeowners' association can address the long-term <br />interests of the neighborhood. <br />Fahey stated that if the property owners want the area <br />plowed, they will have to dedicate road right-of-way to <br />the City. The cost of that could be very expensive if <br />not all property owners are willing to make the <br />dedication and some property needs to be condemned. <br />Fahey suggested that the City could continue to plow <br />if, at a minimum, the road right-of-way is dedicated as <br />a public street. However, he was not comfortable with <br />the City plowing under the current situation. Fahey <br />felt that eventually the road will need to be improved, <br />and that can be done as part of the water main project <br />if the neighborhood chooses. <br />Bennett asked the width of the street. <br />Fahey reported that City standard is for a 50 foot <br />easement. Fahey suggested that given the character of <br />the neighborhood, perhaps a 30 foot easement and 20 <br />foot mat made sense. <br />LaValle did not believe the City should get involved <br />with a substandard road easement of 30 feet. <br />Fahey suggested that perhaps LaValle is right, and the <br />City should have no involvement with the issue. <br />Morelan suggested the homeowners' association may be <br />the way to go. Morelan also suggested the portion of <br />Gilanderi Lane that the City has road easement for <br />should be upgraded to meet City standards. <br />Pam Sparks pointed out that there are some property <br />owners in the area who cannot afford both the water <br />main and road improvement. Sparks pointed out that <br />property taxes are rising substantially each year, and <br />there are senior citizens in the area on fixed incomes. <br />The property owners support the water main improvement, <br />but not the road. There is also concern with the loss <br />of trees associated with a road improvement. The <br />property owners would like to keep the neighborhood <br />like it is. Sparks felt that the property owners could <br />hire someone to plow and maintain the road. Sparks <br />also pointed out that the property owners would be <br />16 <br />
