MINUTES <br />CITY COUNCIL <br />JANi7ARY 18, 1995 <br />getting no City services for the property taxes they <br />pay. <br />Bennett asked if the property owners could determine <br />the maximum width of the street that they want, <br />limiting that width to 18 or 20 feet. <br />Fahey felt the consensus of the Council was that the <br />situation is so substandard, that the City is better <br />leaving the road private. Fahey suggested that a <br />homeowners' association be formed to address <br />maintenance issues. <br />The Administrator pointed out that the City's standard <br />street width for a residential neighborhood is 30 feet, <br />however, 28 feet is allowed in neighborhoods with low <br />traffic volummes. <br />One property owner asked why the east/west right-of-way <br />has never been maintained. <br />The Engineer reported that MN DOT controls that right- <br />of-way, and he did not think the State realized this <br />prior to his discussion with them. <br />The Administrator reported that MN DOT owns other roads <br />in the City, and they are planning to turn back some of <br />them to the City. He was not sure whether or not this <br />right-of-way would be included in the turn-backs. <br />Fahey pointed out that if the State turned back this <br />particular right-of-way, the City could vacate it since <br />it is unusable to the general public. It would then be <br />returned to the original owner. <br />The Engineer did not believe MN DOT would turn back <br />this right-of-way since it is consistent with their <br />riqht-of-way line for Highway 36. <br />Fahey suggested that the water main portion of the <br />improvement proceed with patching of the blacktop <br />disturbed as part of that improvement. <br />Bennett asked the timetable for construction. <br />The City Engineer anticipated that construction would <br />begin in May or June, with completion by the end of <br />August. <br />17 <br />
