MINUTES <br />CITY COUNCIL <br />JANUARY 18, 1995 <br />finance the water main improvement. <br />The City Engineer pointed out that this is one of the <br />few areas left in the City without water main. If done <br />in conjunction with the road improvement, a cost <br />savings of as much as $100,000 can be realized. At the <br />neighborhood meeting held earlier, Lakeside Court and <br />Arcade Street were included in the project. However, <br />the majority of those property owners do not want <br />water, and since those roads will not be disturbed as <br />part of the County's project, those areas were dropped <br />from the project. <br />A property owner asked how many of the approximately 22 <br />property owners affected by the water main improvement <br />were present at the November neighborhood meeting. <br />Fahey pointed out that ten property owners were present <br />and of the ten, eight favored the water main <br />improvement should the road improvement proceed. <br />A property owner asked if the street would be torn up <br />as part of a resurfacing project. <br />The City Engineer replied that the County would be <br />grinding up the old surface, digging down a foot or <br />two. A new surface would be created and the road would <br />be widened. <br />Chris Cardinal asked how much wider the road would be. <br />Cardinal also questioned whether the road should be any <br />wider. <br />The City Administrator suggested that if the road <br />improvement happens, the water main improvement seems <br />to make sense. The City is holding the improvement for <br />the water main improvement tonight before the issue of <br />the road improvement is finalized, in an attempt to get <br />the best interest possible on the bonds which would <br />finance the water main improvement. Any cost savings <br />in interest rates directly affects the cost of <br />assessments to property owners. The Administrator <br />pointed out that should the City Council order the <br />water main improvement, the project would be contingent <br />upon the road improvement proceeding. The <br />Administrator reported that in his discussions with the <br />County, they have indicated that they are proposing two <br />11-foot driving lanes and two 5-foot paved shoulders. <br />19 <br />
