MINUTES <br />CITY COUNCIL <br />JANiJARY 18, 1995 <br />property owners present at the meeting. Cardinal <br />suggested that a survey be sent to the property owners <br />allowing them to vote on the water main improvement. <br />Fahey pointed out that traditionally if property owners <br />feel strongly one way or another on a matter, they will <br />attend the meeting. Fahey pointed out that in a <br />decision such as this, the Council will make some <br />property owners happy and some upset. However, doing <br />the water main improvement at the same time the road <br />improvement is done will result in a cost savings of <br />approximately $100,000. <br />A property owner suggested that the water main <br />improvement is not needed at this time and may never be <br />needed. <br />Fahey pointed out that more property owners favor the <br />water main improvement than oppose it. Given the <br />savings in doing the project in conjunction with the <br />road improvement, it is clear that it makes the most <br />sense to put water main in at the same time. <br />Chris Cardinal expressed concern about traffic speeds <br />on Keller Parkway and felt that widening the road will <br />result in even greater traffic speeds. Cardinal was <br />concerned that the Sheriff's Department is not <br />enforcing the speed limit on Keller Parkway. <br />One property owner reported that once the roadway <br />around Lake Phalen was improved, there was more <br />enforcement of the speed limit due to the increased <br />pedestrian traffic around the lake. <br />One property owner expressed concern that the road <br />project will result in the loss of trees around the <br />lake. <br />Scalze reported that the County has indicated that <br />impact on trees will be minimal. This information will <br />be presented at the January 30th meeting. <br />Morelan stated that he did not believe that the water <br />main project would in any way drive or change the road <br />issue. <br />The City Engineer agreed that the two project were not <br />related, and indicated that the water main project <br />22 <br />
