MINUTES CITY COUNCIL JANiJARY 18, 1995 property owners present at the meeting. Cardinal suggested that a survey be sent to the property owners allowing them to vote on the water main improvement. Fahey pointed out that traditionally if property owners feel strongly one way or another on a matter, they will attend the meeting. Fahey pointed out that in a decision such as this, the Council will make some property owners happy and some upset. However, doing the water main improvement at the same time the road improvement is done will result in a cost savings of approximately $100,000. A property owner suggested that the water main improvement is not needed at this time and may never be needed. Fahey pointed out that more property owners favor the water main improvement than oppose it. Given the savings in doing the project in conjunction with the road improvement, it is clear that it makes the most sense to put water main in at the same time. Chris Cardinal expressed concern about traffic speeds on Keller Parkway and felt that widening the road will result in even greater traffic speeds. Cardinal was concerned that the Sheriff's Department is not enforcing the speed limit on Keller Parkway. One property owner reported that once the roadway around Lake Phalen was improved, there was more enforcement of the speed limit due to the increased pedestrian traffic around the lake. One property owner expressed concern that the road project will result in the loss of trees around the lake. Scalze reported that the County has indicated that impact on trees will be minimal. This information will be presented at the January 30th meeting. Morelan stated that he did not believe that the water main project would in any way drive or change the road issue.
