MINUTES <br />CITY COUNCIL <br />J2INUARY 25, 1995 <br />Fahey indicated that he is not in favor of the Jackson <br />Street improvement given the lack of support for this <br />option by the neighborhood. <br />Tom Nielson, realtor for Mr. Tima, was concerned that <br />another delay in a decision on this matter is costinq <br />Mr. Tima money. <br />Fahey pointed out that the issue was first before the <br />Council in 1986 or 1987 and the City Council was <br />willing to address it at that time. Mr. Tima did not <br />pursue the matter then, and now seven years later it is <br />back before the Council. Fahey pointed out that this <br />is not an issue the Council can move quickly on, and it <br />must be considered in an orderly fashion. <br />Berniece Magnuson, 95 Australian, reported that she and <br />her husband supported the improvement of Jackson Street <br />on a 40 foot right-of-way. Magnuson pointed out that a <br />30 foot cul-de-sac is a 50o variance from the City's <br />standard 45 feet. A substandard street right-of-way of <br />40 feet is only a 20% variance from the City's standard <br />of 50 feet. Magnuson pointed out that the street <br />option is much closer to City standard. Magnuson asked <br />if the cost of the Jackson Street trail was considered <br />in the City~s cost estimates. <br />The City Administrator replied that it was not. <br />Estimated cost of the trail is $3,000. These costs <br />would be saved if Jackson Street were improved. The <br />Administrator also pointed out that his cost estimates <br />did not include a larger cul-de-sac on Bluwood. If the <br />Council orders the larger cul-de-sac, the cost of that <br />option would increase. The Administrator reported that <br />the street improvement is likely to be the least <br />expensive option, however, if the cul-de-sac right-of- <br />way is dedicated, the street and cul-de-sac cost <br />options would be close. <br />Magnuson pointed out the safety concerns to be <br />considered. <br />Fahey asked if there were safety concerns because no <br />cul-de-sac has existed at the end of Australian. Fahey <br />suggested that if that is the case, perhaps a temporary <br />cul-de-sac should be installed. <br />Magnuson reported that garbage trucks backing into <br />19 <br />
