MINUTES
CITY COUNCIL
JANUARY 25, 1995
Australian Avenue are careful, however, it is a safety
concern. There are also safety issues with children
who must catch the bus at the end of the street since
buses cannot turn into Australian Avenue and turn
around. Magnuson pointed out that Mr. Tima is willing
to dedicate 7 feet of right-of-way for Jackson Street,
with no exchange for land. They would be willing to do
the same as well.
Gene Reinhardt, Australian Avenue, reported that he
would prefer the cul-de-sac to the street connection
since he does not want any more traffic in his
neighborhood. Reinhardt felt that the pavement on
Australian was in poor shape, and that the street
should be improved and a cul-de-sac improved at the end
of the street.
Morelan pointed out that with regard to the cul-de-sac
on Bluwood, the City standard boulevard area is 15
feet. Therefore, a 30 foot radius cul-de-sac on a 45
foot right-of-way meets boulevard requirements.
Morelan indicated that he agreed that a 30 foot paved
cul-de-sac should be constructed within a 35 foot
right-of-way on Australian. Morelan stated that he was
willing to work with the City to resolve this issue at
the least cost possible. With regard to the taking of
his property in exchange for Jackson Street right-of-
way, Morelan stated that he wanted to know how that
impacts setbacks to structures on his potential lot.
In response to Mr. Nielsen, Morelan pointed out that
his property currently sits with a dividable lot, and
he needs some time to study the issues before making a
decision on whether or not he would dedicate the right-
of-way for the Australian cul-de-sac. Figure 7 may be
workable, but it may also be possible to shift the cul-
de-sac west and impact the Morelan property less.
Morelan pointed out that Mr. Tima has something to gain
from the matter. Morelan felt it seemed a little
unfair not to impact Mr. Tima at all with the proposal.
Mr. Tima has indicated that he would not oppose a
portion of the cul-de-sac on his property as long as he
can still get two dividable lots.
The City Administrator pointed out that shifting the
cul-de-sac to the west may impact the Magnuson property
as well. The Administrator suggested that Mr. Morelan
be given some time to study the options, that staff
20
