MINU'i'ES <br />CITY COUNCIL <br />JANUARY 25, 1995 <br />Morelan suggested that it would be possible to work <br />something out on the easement for the cul-de-sac, but <br />pointed out that that easement may or may not oome from <br />his property. <br />Scalze pointed out that the Magnuson's are not willing <br />to dedicate the easement at no cost. <br />Morelan stated that he wanted to study the setback <br />issue to make sure it works before he would agree to <br />dedicating the easement. <br />Fahey stated that sometimes the least costly option is <br />not the best. <br />The City Administrator summarized the consensus of the <br />Council is for staff to work out the details of the <br />Australian cul-de-sac with the affected property <br />owners. The Administrator reported that his <br />inclination is to follow figure #7, which impacts the <br />least amount of properties. Mr. Morelan would be given <br />time to study this option, and staff would work out the <br />details with him. <br />Stevens pointed out that figure #7 impacts only the <br />Morelan property, but Mr. Morelan would be the only <br />property owner compensated via a trade of property from <br />the vacation of the Jackson 5treet right-of-way. <br />Fahey suggested that staff ineet with Morelan over the <br />next two weeks and see if an agreement can be reached. <br />If so, Mr. Tima could then proceed with his property <br />division. <br />Fahey also commented that with regard to Bluwood, he <br />preferred a cul-de-sac with a larger turning radius <br />given the size of the existing right-of-way. <br />Scalze agreed and felt that a terrible precedent would <br />be set by improving an undersized cul-de-sac at the end <br />of a street where adequate right-of-way exists. <br />Debbie Morelan, 109 Bluwood, reported that garbage <br />trucks are not backing down Bluwood. Both garbage <br />trucks and school buses are able to turn around at the <br />end of the street. <br />Pedersen pointed out that the issue of the size of the <br />22 <br />
