Johnson reported that he was concerned for <br />some large trees in the area, and had questions on the <br />effect of the various options on the root systems of <br />those trees. Johnson was also concerned about the <br />appearance of a chain-link fence on top of the wall. <br />The Administrator reported that both the Engineer and <br />Building Inspector have reviewed the Code, and there <br />appears to be no requirement to fence the top of a wall <br />system. However, this would have to be looked at from <br />a safety standpoint. <br />Fahey stated that he would not favor installing a <br />chain-link fence on top of the wall unless Code <br />requires it. <br />Johnson asked about required setbacks for the wall <br />system. <br />The City Planner reported that there is no zoning <br />standard requiring a certain setback for a wall. <br />Johnson again reported that he was concerned about the <br />trees in the area. <br />Fahey pointed out that the existing timbers would be <br />removed, geo grid installed and the keystone wall <br />built. Fahey did not believe much area behind the <br />existing wall would be disturbed. All construction <br />would take place within the City~s right-of-way. <br />The Administrator suggested that he obtain some prices <br />for the two wall options, and a better feel for the <br />design and its impact on the trees. <br />Jack Desai reported that this matter came before <br />Council some time ago, and it was determined that the <br />City owned the wall and should do something about it <br />since it is unsafe. Desai pointed out that the <br />according to the Engineer's estimates there is <br />approximately $5,000 difference in cost of a wall <br />system versus one-to-one slope. There is no code <br />requirement for installation of a fence on top of the <br />wall, so if the cost of a fence is removed, there would <br />be no cost difference between the two options. Desai <br />pointed out that there are 16 property owners present <br />this evening and all support the key stonewall with the <br />exception of the Johnson's. <br />25 <br />
