MINUTES <br />CITY COUNCIL <br />JANUARY 25, 1995 <br />indicated that the City would require the street to be <br />built to City standards. <br />LaValle indicated that most streets which are part of <br />townhome projects are private. <br />Morelan stated that the City should have assurances <br />that the streets would be adequately maintained. <br />The City Planner reported that the City will get copies <br />of the townhome association covenants and by-laws. <br />These documents will address maintenance issues, access <br />for emergency vehicles, etc. <br />Fahey pointed out that private streets are less burden <br />on the City. <br />Morelan asked if the townhome association could close <br />access to the area with a gate. <br />Fahey pointed out that St. Jude's has a gate system at <br />the entrance to their property. Fahey pointed out that <br />emergency vehicles would have to have access either <br />through a key or bolt cutter. <br />Morelan asked how the City's snow plow would turn <br />around where Minnesota Avenue ends at the entrance to <br />the townhome development. <br />Public Works replied that the snow plow would probably <br />have to drive into the development and turn around. <br />The City Planner pointed out that this can be addressed <br />in the townhome association documents. <br />Morelan asked about access to utilities. <br />The City Planner reported that the plat includes <br />drainage and utility easements, and the City Engineer <br />will review these to make sure they are adequate. <br />Morelan stated that he had no problem approving the <br />development provided that these concerns are addressed. <br />It was pointed out that a development agreement will be <br />prepared and submitted to the Council for review and <br />approval. <br />4 <br />
