MINUTES <br />CITY COUNCIL <br />FEBRUARY 8~ 1995 <br />Parkway over to the City, nor do they want a County <br />road which is one-way. <br />Fahey stated that he did not think the one-way was a <br />viable option, and pointed out that there would be <br />opposition to this from County Road B-2 property owners <br />since it would increase traffic on their street. <br />The Administrator reported that he has asked the County <br />to put their official position in writing. <br />Fahey pointed out that if Keller Parkway were to become <br />a City road, the property owners would then be subject <br />to assessments for road improvements, and the City <br />would have additional road maintenance. <br />Fahey pointed out that the issue is the safety of <br />pedestrians and bikers, as well as who will pay for the <br />shoulder improvement. Fahey stated that something <br />needs to be done with the road. If the road is being <br />rebuilt, the City must address the safety issues. <br />Fahey felt that the issue open for discussion was the <br />width of the walkways, and also stated that efforts <br />should be made to preserve as many trees as possible. <br />Fahey acknowledged that the property owners along <br />Keller Parkway do not want to see the road widened and <br />paved shoulders installed. However, the City's 1988 <br />community survey indicated that 670 of the residents of <br />Little Canada would support such an improvement even if <br />it meant an increase in property taxes. Fahey felt <br />that something had to be done to address the public <br />safety issue, and also felt that the City should pay <br />for the shoulder improvement. Fahey stated that he was <br />a strong advocate of making the area safe for the many <br />people in the City who use it. Keller Parkway is a <br />public road and the improvement would occur within the <br />public right-of-way. <br />Scalze stated that she did not favor making Keller <br />Parkway a City street. The road connects two cities, <br />and in her view should be a County road. The County <br />has indicated that should Keller Parkway be turned into <br />a one-way street, it would have to become a City road. <br />Scalze pointed out that there are walkers and bikers <br />using Keller Parkway who are using the driving lanes. <br />From a public safety standpoint, the City has to get <br />12 <br />
