MIN[7TES <br />CITY COUNCIL <br />FEBRUARY 8, 1995 <br />these people out of the driving lanes, and it appears <br />that the only way to do this is with paved shoulders. <br />Scalze pointed out that the City has been discussing <br />the upgrading of Keller Parkway with the County since <br />1989, and it cannot miss this opportunity to address <br />public safety now that the County is planning to <br />upgrade Keller Parkway. Scalze reported that there are <br />property owners on Keller Parkway who support the paved <br />shoulders, but who do not want to say so in front of <br />their neighbors who are opposing the improvement. <br />Fahey indicated that the majority of Keller Parkway <br />property owners do not want the impact of paved <br />shoulders, and would like the area to remain as natural <br />as possible. However, the Council has an obligation to <br />the many, many people around the City who use the area. <br />Fahey pointed out that of all the similar projects done <br />by the County, only one city did not pave shoulders and <br />that was for financial reasons. Fahey indicated that <br />there is a significant public safety issue on Keller <br />Parkway. <br />Morelan did not feel that many people along Keller <br />Parkway advocated doing nothing and replacing what is <br />there today. The Keller Parkway property owners <br />expressed concern about increased traffic speed and <br />impact on trees. Morelan felt that most of the <br />property owners favored a walking path, but wanted the <br />City to look at a separated path. <br />Fahey agreed that this should be considered. However, <br />he did not want to give anyone any false impression <br />about where he was on the issue. Fahey stated that the <br />road should not be rebuilt without paving a walking <br />path or shoulders. <br />Morelan stated that the only question was whether the <br />walking path would be separated or not. <br />Scalze pointed out that the County has indicated that <br />they would not improve a separated path, that would <br />have to be a City project. <br />Morelan also pointed out that the County indicated that <br />they would not pave the shoulder on only one side of <br />the street, it would have to be both sides. <br />Fahey asked if additional easements would be necessary <br />13 <br />
