MINUTES CITY COUNCIL FEBRUARY 8, 1995 that MN DOT has indicated that they want to retain the right-of-way where the southern street loop crosses, however, MN DOT will allow the continued use of that right-of-way. Fahey suggested that the City Attorney verify whether or not the 25 foot right-of-way exists, and that staff pursue MN DOT participation in a road improvement project. The Council could then consider whether or not to allow a variance for a 30 foot road right-of-way width, based upon a recommendation by staff. Fahey suggested that pavement width be considered as well, and that the Council may want a width wider than 15 feet. Anderson reported that the existing pavement is between 12 and 15 feet and has served its purpose for this long. Anderson reported that the property owners want to preserve the integrity of the neighborhood.and the established home sites. There is limited traffic in the neighborhood. Morelan stated that the Attorney can look at whether or not the 25-foot easement exists, but regardless the Council should pursue one of the two options proposed versus the homeowners' association. Anderson reported that the homeowners~ association is not an option. Fahey asked if the property owners are willing to widen the easement to 30 feet with the possibility of a 15 to 20 foot mat. Fahey pointed out that input is needed from staff on these issues. The City Administrator reported that staff understands the concerns of the neighborhood, but at this point has not studied the options in detail. Anderson reported that at a February ist meeting with staff, the 30 foot right-of-way width was discussed and it appears would be wide enough to address the City's concerns with regard to snow storage. The 30-foot width also follows the existing 30-foot utility easement. Scalze asked if there was time to do a road improvement in this area during 1995. 6
