MINUTES <br />CITY COUNCIL <br />FEBRUARY 8, 1995 <br />The Administrator replied that to pursue the <br />improvement for 1995, staff would request a 100% <br />petition from the property owners waiving their right <br />to a public hearing. Staff would also request Waivers <br />of Right to Appeal Special Assessments. There would <br />have to be an aqreement from MN DOT regarding <br />improvement of the loop area which is on their right- <br />of-way. A surveyor would have to describe the easement <br />area, however, a portion of this would have to be done <br />as part of the water main project anyway. Time is <br />tight, but it may be possible to add the road <br />improvement as a change-order or bid it as a separate <br />project in 1995. <br />Fahey pointed out that when the water main is put in, a <br />temporary gravel base could be put in until the City <br />can move forward with the road improvement. Fahey also <br />noted that the improvement would require 4/5ths vote of <br />the Council since it is a variance from City standards. <br />Anderson again pointed out the State's investment in <br />the project, and asked that staff pursue cost <br />participation on the part of the State. <br />The City Administrator replied that the State may have <br />some funding source to allow cost-participation, but <br />felt the likelihood was remote. <br />Scalze suggested that when the State cut off access to <br />Highway 36, there may have been some promises made by <br />the State to the neighborhood. <br />Anderson suggested that when a road improvement is <br />completed in this area, that the street sign for <br />Gilanderi Lane be changed to Viking Drive. <br />Morelan asked if both the cul-de-sac and loop options <br />would be studied. <br />Fahey pointed out that the neighborhood prefers the <br />looped road. <br />The Administrator stated that staff would prefer the <br />loop since the cul-de-sac does not provide access to <br />777 Viking Drive. However, the feasibility report will <br />discuss the various options. The Administrator <br />reported that the road improvement will not be a part <br />of the bidding cycle for 1995 improvements.
