MINUTES CITY COUNCIL FEBRUARY 8, 1995 The Administrator replied that to pursue the improvement for 1995, staff would request a 100% petition from the property owners waiving their right to a public hearing. Staff would also request Waivers of Right to Appeal Special Assessments. There would have to be an aqreement from MN DOT regarding improvement of the loop area which is on their right- of-way. A surveyor would have to describe the easement area, however, a portion of this would have to be done as part of the water main project anyway. Time is tight, but it may be possible to add the road improvement as a change-order or bid it as a separate project in 1995. Fahey pointed out that when the water main is put in, a temporary gravel base could be put in until the City can move forward with the road improvement. Fahey also noted that the improvement would require 4/5ths vote of the Council since it is a variance from City standards. Anderson again pointed out the State's investment in the project, and asked that staff pursue cost participation on the part of the State. The City Administrator replied that the State may have some funding source to allow cost-participation, but felt the likelihood was remote. Scalze suggested that when the State cut off access to Highway 36, there may have been some promises made by the State to the neighborhood. Anderson suggested that when a road improvement is completed in this area, that the street sign for Gilanderi Lane be changed to Viking Drive. Morelan asked if both the cul-de-sac and loop options would be studied. Fahey pointed out that the neighborhood prefers the looped road. The Administrator stated that staff would prefer the loop since the cul-de-sac does not provide access to 777 Viking Drive. However, the feasibility report will discuss the various options.
