MINUPES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />RICE STREET Fahey reported that the City Council held a workshop <br />GATEWAY to discuss the Rice Street Gateway Project on <br />PROJECT Wednesday, February 15th. That workshop has been <br />continued until Monday, March 6th, at 6 P.M. <br />RECESS At this point in the meeting, 8:25 P.M., Council took a <br />short recess. The meeting was reconvened at 8:35 P.M. <br />KELLER Fahey pointed out that the Keller Parkway road <br />PARKWAY improvement was discussed at a neighborhood meeting <br />ROAD held on January 30th. As a result of that meeting, the <br />IMPROVEMENT possibility of turning Keller Parkway into a one-way <br />road was considered. The County has indicated that the <br />one-way option is not acceptable, and other property <br />owners in the City who would be affected by that option <br />have indicated that they would not support it. Another <br />option which was considered was improvement of a <br />separated pathway. Estimated cost of that option is in <br />excess of $150,000. After looking into this option, it <br />is felt that a separated path would have more impact on <br />the area than a paved shoulder. <br />Fahey reviewed the City Administrator's memo dated <br />February 9th, wherein the City asked the County to <br />consider various options, which include a 22 foot road <br />mat rather than 24; a 6 foot shoulder attached to the <br />south side of the roadway with gravel shoulder on the <br />north; and a separated pathway. Fahey also reviewed <br />the County's response dated February 17th. Fahey <br />pointed out that the County's preference is to proceed <br />with a 24 foot road mat, however, they will reduce the <br />driving lanes from 12 foot lanes to 11 foot if the City <br />paves the shoulders. Two 11-foot driving lanes and two <br />five-foot paved shoulders will result in a 32 foot wide <br />pavement area. <br />Fahey pointed out that the area is used by many <br />residents, therefore, the safety of the area should be <br />upgraded. <br />Fahey reported that the County is willing to work to <br />save as many trees on the lake as possible. The County <br />would be willinq to reduce the total pavement width to <br />30 feet in areas where that would result in saving <br />trees. The shoulder area of the pavement would be <br />12 <br />
