MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />reduced, rather than the driving lanes. <br />Fahey pointed out that the issue of the shoulder paving <br />is before the Council tonight. Estimated cost of the <br />shoulder paving is $11,000, and it was the consensus of <br />the Council that there would be no assessments to the <br />abutting property owners for the shoulder paving. <br />Fahey pointed out that a separated path would involve <br />an assessment, plus it would butcher the area. <br />Fahey noted that the City is in receipt of a petition <br />signed by 161 residents in support of the paved <br />shoulders. Fahey stated that the Council is trying to <br />be sensitive to the property owners on the lake, <br />recoqnizing the impact and reducing the pavement to the <br />greatest extent possible within the standards that the <br />County has set. However, safety issues must be <br />addressed. <br />Dale Kingsbury asked what the County~s objection is to <br />two 11-foot driving lanes and a 6-foot path on the <br />south side of the road. <br />Tim Mayasich, Ramsey County Public Works, reported that <br />he contacted the State Bicycle Coordinator and asked <br />about that proposal. The Coordinator informed him that <br />it is illegal in the State to have two-way traffic on a <br />bike path without a separation from the roadway. <br />Kingsbury pointed out that the paved shoulder is not a <br />bike path. <br />Mayasich reported that bicyclists will be using the <br />shoulders and should be ticketed if there is two-way <br />traffic on a shoulder. Mayasich reported that Ramsey <br />County does not designate a use for shoulders. <br />However, there will be pedestrian and bike traffic on <br />the shoulders. If there is a shoulder on only one side <br />of the road, there may be two-way traffic on that <br />shoulder, and bikers may qet ticketed. <br />Kingsbury reported that there is high-speed traffic on <br />the road, and he suspects traffic speeds will increase <br />once the road is improved. Kingsbury felt that rather <br />than applying the County's standards, the specific <br />situation should be looked at and a plan which is best <br />for the neighborhood should be developed.
