MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />will be wrecked. <br />Mayasich reported that the County's #1 concern is the <br />two driving lanes. Paving of shoulders is the City's <br />decision. The County cannot build a substandard <br />roadway. Mayasich pointed out that Keller Parkway will <br />remain a County State-Aid road, and the County must <br />maintain those standards on the roadway. <br />Fahey pointed out that an 8-foot separated pathway <br />would have an adverse affect on the area. Fahey also <br />pointed out that if the driving lanes were improved to <br />a total of 22 feet with a 6 foot paved shoulder on one <br />side, and if there was an accident involving two-way <br />traffic on the shoulder, the City may face liability <br />issues. The City is trying to create an option that is <br />reasonable for the people using the area as well as <br />minimizes the impact to the property owners. <br />Kingsbury suqgested that bikes be disallowed from the <br />paved shoulder. <br />Scalze pointed out that bikes would then use the <br />traffic lanes, and the City wants to get the bike <br />traffic out of the traffic lanes. <br />Fahey pointed out that the County is agreeable to the <br />11-foot traffic lanes, and will work with reducing the <br />5-foot shoulders in areas where that would result in <br />saving trees. Fahey felt it made more sense to have <br />paved shoulders on both sides of the street rather than <br />having two-way traffic on a paved shoulder competing <br />with each other. Fahey pointed out that part of the <br />argument is the width of the pavement. The other part <br />is the safety issue. Fahey did not feel a 3-foot <br />shoulder was acceptable from a safety standpoint. <br />Fahey pointed out that the roadway is curved and not a <br />very safe place to start with. <br />Claudia Drabik stated that she was concerned that 11- <br />foot driving lanes would not be adequate, pointing out <br />the curves in the road. Drabik felt that if the City <br />paved the shoulders, the driving lanes should be 12 <br />feet wide. Drabik asked if the City Council is in <br />agreement that the shoulders should be paved. <br />Fahey pointed out that it appears paved shoulders are <br />the preferred option.
