MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />minimum the County would improve two 12-foot driving <br />lanes with 4 to 5 foot gravel shoulders. City staff is <br />clearly recommending the paved shoulders, and Fahey <br />stated that his position was that the shoulders should <br />be paved to address the safety issues. <br />Drabik asked if the depth of excavation for paved <br />versus gravel shoulders would differ. Drabik pointed <br />out that less excavation would have less impact on <br />existing trees. <br />Jerry Auge, Ramsey County Public Works, reported that <br />there would be no excavation involved in gravel <br />shoulders. With paved shoulders, the existing blacktop <br />would be milled and gravel added to the shoulders. <br />Auge estimated that the area would only be disturbed to <br />a depth of approximately 4 inches, therefore, there <br />would be no affect on tree roots. <br />Scalze asked if there would be adequate right-of-way on <br />the northeast side of the lake to swing the road over <br />and miss the oak trees that the County identified may <br />need to be removed. <br />Auge replied that it appears the road can be moved over <br />enough to miss all of those oak trees. Auge felt that <br />a 32 foot pavement width could be improved without <br />impacting existing embankments or trees. <br />Pedersen asked if two 12-foot driving lanes and two 4- <br />foot shoulders were an option. <br />Auge replied that it was. <br />The City Administrator pointed out that this was the <br />option initially discussed. However, 5-foot shoulders <br />are preferable and give more room for joint use by <br />walkers and bikers. The Administrator suggested that <br />11-foot driving lanes could help to control traffic <br />speed. <br />Scalze pointed out that each option has a 32-foot <br />width, and if the City finds 11-foot driving lanes are <br />inadequate, the roadway can be restriped. <br />Fahey pointed out that Keller Parkway currently has two <br />10-foot driving lanes, and the improvement will <br />increase those lanes by a foot.
