MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />width issue it is essential to balance the aesthetics <br />of the area with the improvement and use of the area by <br />cars, pedestrians, and bikes. <br />Dean Hedlund indicated that he preferred a narrower <br />width than 32 feet. Hedlund pointed out that Keller <br />Parkway is not an ordinary street. The area is unique <br />and has a lot of character. Hedlund reported that the <br />property owners on the lake understand the need to <br />improve safety in the area. However, the existing <br />roadway is 20 feet wide with narrow gravel shoulders. <br />Hedlund felt that safety concerns could be addressed <br />with two 11-foot driving lanes and two 4-foot <br />shoulders. Hedlund pointed out that a real concern on <br />Keller Parkway is traffic speed, and indicated that <br />most traffic is traveling at 35 to 40 mph rather than <br />the 30 mph speed limit. Hedlund asked that the Council <br />take into account the unique area, the fact that a <br />wider road will result in increased traffio speeds, the <br />character of the neighborhood, and that people are <br />drawn to the area to walk around the lake. <br />Dave Finner felt that the less asphalt around the lake <br />the better. Finner felt that most people walk on the <br />lake side of the road and felt that a shoulder was not <br />necessary on the north side. Finner suggested that a <br />five foot shoulder be improved on the south side and a <br />four foot shoulder on the north. <br />Sally Franke stated that she would be willing to give <br />up some of her front yard than to have the improvement <br />eat up her lake frontage area. <br />Auge pointed out that the County's concern is to keep <br />the road within the road right-of-way. The County will <br />move the road one way or the other within the right-of- <br />way if that makes the improvement easier on the <br />property owners. <br />Scalze felt that the improvement should proceed with a <br />32 foot width, suggesting that should the 11-foot <br />traffic lanes prove a concern, the area could be <br />restriped with 12-foot traffic lanes and 4-foot <br />shoulders. Scalze felt that the Council had to go with <br />the improvement that would be best for the City for the <br />long run. <br />Fahey suggested that the City ask the County to proceed <br />20 <br />
