MINi7TES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />The foregoing resolution was duly seoonded by Morelan. <br />Ayes (5) Fahey, Morelan, LaValle, Scalze, Pedersen. <br />Nays (0). Resolution declared adopted. <br />CONSENT Scalze asked if it were in the best interests of the <br />AGENDA City to have the County turn back Arcade Street as a <br />City street. <br />The City Administrator felt that it was pointing out <br />that this will allow the City to put the street on the <br />City's municipal state aid system and start collecting <br />needs for it. The Administrator felt that the City <br />should then improve the street as a City project in <br />conjunction with a Watershed storm drainage project <br />planned for the area. <br />Scalze asked if it were possible to improve the road <br />with bituminous shoulders. <br />The City Administrator replied that if the street is <br />improved using State-Aid dollars, State-Aid standards <br />must be met. Without the use of those dollars, the <br />City has more flexibility. The Administrator assumed <br />that State-Aid standards would allow extra width for <br />the street which could then be used as a <br />pedestrian/bike path. <br />Morelan asked when the improvement of Arcade Street was <br />on the County's schedule. <br />The City Administrator replied that the project is not <br />programmed on the County~s schedule. <br />The City Administrator pointed out correspondence in <br />the Additions to the Agenda regarding the Jackson <br />Street trail. The Administrator reported that staff is <br />recommending that the Council approve the plans and <br />specifications for the project and call for bids. <br />Fahey noted that this issue has been resolved by the <br />City Council previously. <br />Morelan asked about design standards for the path. <br />The City Administrator replied that those standards are <br />included in the plans and specs. <br />6 <br />
