MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />MCTO would agree to retaining at least one express <br />route. <br />Broecker agreed to check into this possibility. <br />Scalze asked about the formation of an aid distribution <br />council which would divide LGA and HACA dollars among <br />cities. Scalze felt that such a program may severely <br />impact Little Canada. <br />Runbeck replied that this proposal is being modeled <br />after what the County has been doing. The purpose of <br />the new system would be to make sure priorities are <br />being met and that cities needing the aid the most are <br />going to get it. Runbeck pointed out the problem of <br />diminishing dollars and the need to focus on broader, <br />community-wide interests. <br />The Administrator felt the implication was that these <br />were discretionary dollars, and they are not. <br />Scalze stated that she was not sure an aid distribution <br />council was a fair way to go to distribute dollars. <br />Scalze compared the system to the Community Block Grant <br />Committee. <br />Runbeck pointed out that Little Canada would be one of <br />fifteen cities vying for dollars. <br />Scalze pointed out that the various cities have many <br />different needs. Scalze also noted that the City of <br />St. Paul would be a part of that group. <br />Runbeck reported that there is discussion about forming <br />two additional counties which would encompass the <br />Cities of St. Paul and Minneapolis. These two cities <br />would then plan toqether, and the suburban cities would <br />have a separate distribution council. <br />Scalze objected to the cities having to fight each <br />other for aid dollars. <br />Runbeck suggested that the dollars may be <br />discretionary. <br />The Administrator asked <br />HACA. Those dollars are <br />bill that the State pays <br />what is discretionary about <br />a piece of the property tax <br />on behalf of the homeowner. <br />2 <br />
