MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />City budgets are determined before HACA is applied. <br />Scalze stated that she would not object to the loss of <br />LGA if it were eliminated across the board. Scalze <br />felt it unfair that Little Canada has been rated as the <br />City with the highest property taxes in the past, and <br />Little Canada receives approximately $70,000 in LGA <br />while North St. Paul, for example, receives $600,000. <br />Runbeck suggested that the distribution council may be <br />a way to spread the dollars more fairly. The council <br />would be looking at and prioritizing needs. <br />Morelan felt the proposal sounds good in theory, but <br />suggested that in actual practice it would not work. <br />Morelan pointed out that there may be 15 people on the <br />council each representing a different jurisdiction, and <br />each vying for the same dollars. Morelan pointed out <br />the efforts at collaboration among cities. <br />The Administrator pointed out that one of the <br />Governor's goals is to eliminate LGA and HACA and give <br />this aid to school districts. The Administrator did <br />not believe this was feasible out-state. If aids are <br />taken away, city taxes will go sky-rocketing. <br />Morelan suggested that changes in aid amounts should <br />occur in the following year, rather than in the middle <br />of the year when the aid revenue was included in the <br />budget. <br />Scalze asked that Runbeck and Broecker think about <br />Little Canada when these matters are being considered <br />during the session. <br />Runbeck asked about fiscal disparities. <br />The City Administrator reported that Little Canada is a <br />loser in the fiscal disparities pool, and would fare <br />better if fiscal disparities were eliminated based on <br />current numbers. <br />The City Administrator asked if there were any changes <br />proposed to the ethics bill. The Administrator pointed <br />out that under the new law it is difficult to conduct <br />educational seminars because of issues of vendors <br />providing dollars and hospitality suites.
