MINUTES <br />CITY COUNCIL <br />MARCII 6, 1995 <br />areas of expertise are also needed to answer specific <br />questions. <br />Michael Schroeder, Hoisington Koegler Group, reported <br />that in addition to looking at the development along <br />Rice Street, he would look at the big picture. <br />Schroeder stated that he would determine from the City <br />what it wants to see in redevelopment of this area, as <br />well as look at the existing character of Rice Street. <br />Schroeder reported that consideration will need to be <br />given to what happens at the intersection of Rice <br />Street and Little Canada Road, what happens at both <br />ends of Rice Street, and what happens in between. The <br />character and spirit of the community must be <br />considered. By looking at all these aspects, the City <br />will get answers not only for the Gateway Project, but <br />for other areas of the City as well. Schroeder <br />reported that physical aspects of the City such as <br />lakes and wetlands all reflect what Little Canada is <br />about. Schroeder stated that he would look at these <br />physical aspects and try and develop an image and <br />identity that fits Little Canada. <br />Keis pointed out that the west wide of Rice Street is <br />in the City of Roseville, and asked how that will fit <br />into the picture. <br />Schroeder felt that they will have to find a way to <br />make Rice 5treet more of a seam between the two cities <br />than a barrier, knitting the two cities together. In <br />this case Little Canada will be taking the lead, but as <br />the process goes forward, it may be beneficial to get <br />representation from both cities. <br />Fahey stated that the City does not want to over- <br />construct the sites and end up with a lot of buildings <br />which are unattractive and not cohesive. The City <br />needs to set some parameters of what it wants to see as <br />part of the redevelopment process. Elements such as <br />open space, pedestrian connections, and a town square <br />component must be addressed. <br />Schroeder stated that he would look at the character of <br />Rice Street, the individual sites, the mass and scale <br />of buildings, landscaping, and public spaces which are <br />becoming more and more important. Schroeder pointed <br />out that public spaces define how people are welcomed <br />to the area. Definite guidelines would be established <br />4 <br />
