Schroeder stated that the process will not <br />only define an image, but also how sites work in <br />relationship to the street and surrounding <br />neighborhoods. <br />Fahey felt that the diaqram presented by the City <br />Planner is more what the City wants to see for the <br />redevelopment of Rice Street. It defines uses and has <br />more class in terms of image. Fahey pointed out that <br />the concepts presented by the developer provide no <br />image that would appeal to people to come to the area. <br />Fifield indicated that they could continue to throw out <br />concepts, but there has been no criteria established <br />for deciding what is right. <br />Keis suggested that guidelines would have to be <br />developed. <br />Schroeder anticipated at least two meetings would be <br />held to define what the City's vision is for the <br />corridor and define principles what will guide <br />development. Land use patterns would be reviewed, <br />marketing analysis done, and financing reviewed. From <br />that information design guidelines would be developed <br />that will reinforce what the City had laid out. <br />John Vitale felt that the process was getting a little <br />off course. Vitale pointed out that Little Canada's <br />population is 9,000 and will not increase much more. <br />Vitale stated that he did not know where a shopping <br />center could be located in the City other than on Rice <br />Street. The Gateway area is the only place there is <br />sufficient land for a shopping center. Vitale pointed <br />out that Rainbow will be leaving the City, and when <br />they leave, so will Snyders. <br />Fahey stated that the Council's intention is not to <br />rebuild the entire length of Rice Street. <br />Schroeder felt there was not much opportunity for large <br />development in Little Canada. However, that did not <br />mean the City should forget about little development. <br />Schroeder pointed out that little developments will <br />have an effect on what the Rice Street corridor will <br />look like. <br />5 <br />
