MINUTES <br />CITY COUNCIL <br />MARCH 6, 1995 <br />Vitale felt that there was a need for a shopping center <br />in Little Canada. Vitale reported that he needs this <br />type of development to support the two shopping centers <br />he owns on Little Canada Road by attracting additional <br />people to Little Canada. Vitale felt there was the <br />need to lay out a redevelopment project that will draw <br />traffic to the area. Vitale pointed out that a theater <br />development will draw tremendous traffic to the area. <br />Fahey pointed out that years ago the Council felt it <br />did the right thing by approving the development of the <br />Market Place Shopping Center. While the concepts <br />presented for the redevelopment of Rice Street sound <br />good, the Council needs to see what the big picture <br />looks like. There may be substantial City dollars <br />going into this redevelopment, and the Council needs to <br />make sure the redevelopment is done right. <br />Fahey pointed out that Fifield and his group are here <br />to tell the City that they are the right group to study <br />the redevelopment issue. Fahey stated that a lot of <br />the input they would provide will deal with the design <br />of the redevelopment, which way buildings should face, <br />what will be good for the entire City, what types of <br />businesses will draw people to the area. <br />Fifield reported that Michael Schroeder is an urban <br />designer and is very good at what he does. Schroeder <br />worked on Nicollet Mall, 50th and France, and <br />Centenniel Lakes. <br />Morelan asked how the City Planner would fit into the <br />process. <br />Schroeder replied that he would work hand-in-hand with <br />the City Planner. Schroeder stated that his job would <br />be to lay out some of the look, which must be enforced <br />by the City Planner since he would have to continue the <br />ideas after Schroeder is gone. Schroeder reported that <br />he would have a lot to learn from the City Planner <br />given the experience he has with the City. <br />Fahey felt that the principle focus should be the <br />center piece of Rice Street and Little Canada Road east <br />of Rice Street. Fahey stated that he understands that <br />this area must be addressed in the context of what <br />already exists in the area, but that is where the TIF <br />District exists. <br />6 <br />
